Specifically, the reference median wage has been increased, and the unemployment rates by Census Metropolitan Area (CMA) have been updated.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In other words, employers will need to increase the wages of certain workers in order to continue obtaining LMIA-based work permits. As a reminder, an LMIA is generally required to hire a foreign worker, although exceptions do exist.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Immetis explains the key changes affecting LMIA applications.<\/p>\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-salaire-median-un-seuil-revu-a-la-hausse\"><strong>Median wage : a threshold revised upward<\/strong><\/h2>\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The wage thresholds used to determine whether a position is considered <strong>high<\/strong>&#8211;<strong>wage<\/strong> or <strong>low<\/strong>&#8211;<strong>wage<\/strong> were updated on June 27, 2025, across all provinces and territories:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>High-wage positions offer compensation that is equal to or greater than the province\u2019s median wage;<\/li>\n\n\n\n<li>Positions offering wages below the median are considered low-wage.<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Here are the new reference median wages by province:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Alberta: $35.40 to $<strong>36.00<\/strong> (+$0.60)<\/li>\n\n\n\n<li><strong>British Columbia<\/strong>: $34.62 to $<strong>36.60<\/strong> (+$1.98)<\/li>\n\n\n\n<li>Manitoba: $30.00 to $<strong>30.16<\/strong> (+$0.16)<\/li>\n\n\n\n<li>New Brunswick: $28.85 to $<strong>30.00<\/strong> (+$1.15)<\/li>\n\n\n\n<li>Newfoundland and Labrador: $31.20 to $<strong>32.40<\/strong> (+$1.20)<\/li>\n\n\n\n<li>Northwest Territories: $47.09 to $<strong>48.00<\/strong> (+$0.91)<\/li>\n\n\n\n<li>Nova Scotia: $28.80 to $<strong>30.00<\/strong> (+$1.20)<\/li>\n\n\n\n<li><strong>Nunavut<\/strong>: $<strong>42.00<\/strong><\/li>\n\n\n\n<li>Ontario: $34.07 to $<strong>36.00<\/strong> (+$1.93)<\/li>\n\n\n\n<li>Prince Edward Island: $28.80 to $<strong>30.00<\/strong> (+$1.20)<\/li>\n\n\n\n<li>Quebec: $32.96 to $<strong>34.62<\/strong> (+$1.66)<\/li>\n\n\n\n<li>Saskatchewan: $32.40 to $<strong>33.60<\/strong> (+$1.20)<\/li>\n\n\n\n<li>Yukon: $43.20 to $<strong>44.40<\/strong> (+$1.20)<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>As an employer, this update affects the classification of a position as low or high wage, depending on the wage and location indicated in the LMIA application for hiring or renewing a temporary foreign worker.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In\u00a0Quebec, the threshold has increased from <strong>$32.96 to $34.62\/hour.<\/strong> Any position below this rate is now considered\u00a0<strong>low wage<\/strong>.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-moratoire-toujours-en-vigueur-nbsp-region-administrative-de-montreal-et-laval\"><strong>Moratorium still in effect: Montreal and Laval administrative regions<\/strong><\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The <strong>moratorium on processing low-wage LMIA applications<\/strong> remains in place until\u00a0<strong>November 30, 2025<\/strong>\u00a0for the Montreal and Laval regions.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>This means that foreign workers already employed in these areas\u00a0<strong>cannot renew their work permits<\/strong>\u00a0if their wage is below the new median wage of\u00a0$34.62\/hour.<\/p>\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-mise-a-jour-de-la-liste-du-taux-de-chomage-des-rmr-pour-les-demandes-d-eimt\"><strong>Update to the unemployment rate list for CMAs (Census Metropolitan Areas) for LMIA applications<\/strong><\/h2>\n\n<div style=\"height:20px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>As of\u00a0<strong>July 11, 2025<\/strong>, the unemployment rates for CMAs have been updated.\u00a0Low-wage LMIA applications will not be processed\u00a0if the CMA\u2019s unemployment rate is\u00a0<strong>6.0% or higher<\/strong>. The low-wage LMIA application is possible, but the work permit will be limited to a maximum duration of 12 months.<\/li>\n<\/ol>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>These updates affect both the <strong>hiring<\/strong> of new workers and the <strong>renewal<\/strong> of work permits requiring a new LMIA. For some workers whose permits need to be renewed,\u00a0wage increases may need to be considered.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>If such an increase is not possible, it is recommended to consider relocating the position to another eligible location or adjusting the working conditions, such as the number of hours worked per week.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-immigration-permanente-au-quebec-nbsp-lancement-officiel-du-pstq\">Permanent immigration to Quebec: official launch of the PSTQ<\/h2>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>As of\u00a0July 1, 2025, the\u00a0<a href=\"https:\/\/immetis.com\/en\/how-to-immigrate-to-quebec-through-the-skilled-worker-selection-program-swsp-pstq\/\" target=\"_blank\" rel=\"noopener\">Skilled Worker Selection Program (PSTQ)<\/a>\u00a0has officially become the sole pathway to permanent residence in Quebec, replacing the\u00a0Regular Skilled Worker Program (PRTQ). Here&#8217;s our analysis following the publication of the first rounds of invitations.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The PSTQ operates on a\u00a0<strong>points-based system<\/strong>\u00a0based on a candidate profile, with\u00a0<strong>invitation rounds<\/strong>\u00a0similar to the federal\u00a0<strong>Express Entry<\/strong>\u00a0system.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-grille-de-pointage\"><h3><strong>Scoring <strong>key role<\/strong>\u00a0in the PSTQ points system. This factor accounts for\u00a0<strong>over 32%<\/strong>\u00a0<strong>of the total score<\/strong>, especially for stays\u00a0<strong>outside the Montreal region<\/strong>, clearly reflecting the government&#8217;s goal of <strong>promoting\u00a0regionalization<\/strong>.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Unlike the PRTQ,\u00a0<strong>work experience in another Canadian province is not considered<\/strong>\u00a0under the PSTQ, emphasizing the importance of a\u00a0local path in Quebec.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Another major change: the\u00a0<strong>validated job offer (VJO)<\/strong>, which accounted for nearly<strong> 30% of the points in the PRTQ<\/strong>, now represents only about\u00a0<strong>4%<\/strong>\u00a0in the PSTQ. This marks a shift toward selection based more on the\u00a0<strong>overall candidate profile<\/strong>\u00a0than on a job offer.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Finally, regarding language,\u00a0<strong>English proficiency no longer earns points<\/strong>\u00a0in the PSTQ.
