According to the <a href=\"https:\/\/statistique.quebec.ca\/en\/produit\/publication\/postes-vacants-au-quebec-par-trimestre\" target=\"_blank\" rel=\"noopener\">Institut de la statistique du Qu\u00e9bec<\/a>, more than 28,000 positions in health care and social services remained vacant in the third quarter of 2025.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>At the same time, the rules governing permanent immigration in the province were profoundly modified with the abolition of the <strong>Quebec Experience Program (PEQ)<\/strong>, replaced by the <strong>Skilled Worker Selection Program (PSTQ)<\/strong>, which is more selective and region\u2011based.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>This change has plunged thousands of foreign workers\u2014including nurses, orderlies, and physicians\u2014into great uncertainty about their future in Quebec.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-fin-du-peq-nbsp-un-choc-pour-les-travailleurs-de-la-sante\">End of the PEQ: a shock for healthcare workers<\/h2>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>For years, the PEQ offered a simple and fast pathway to obtain permanent resident status. This was possible after a period of skilled work or studies in Quebec.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p id=\"h-sa-disparition-soudaine-a-laisse-de-nombreuses-personnes-dans-l-incertitude-quant-a-leur-avenir-au-quebec\">Its gradual abolition\u2014marked by the suspension of the &#8220;Quebec Graduates&#8221; stream on October 31, 2024, followed by the suspension of the &#8220;Temporary Foreign Workers&#8221; stream on June 5, 2025, followed by its official abolition on November 19, 2025\u2014caused a shockwaves among workers already in the province. Many of them now see their work permits expiring in 2026.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p id=\"h-sa-disparition-soudaine-a-laisse-de-nombreuses-personnes-dans-l-incertitude-quant-a-leur-avenir-au-quebec\">According to the government, the program resulted in too high a volume of applications and\u00a0lacked the tools to effectively target priority sectors. It has now been replaced by the <strong>Skilled Worker Selection Program (PSTQ)<\/strong>.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-le-pstq-nbsp-le-nouveau-passage-oblige-plus-cible-et-plus-restrictif\">The PSTQ: the new mandatory path, more targeted and more restrictive<\/h2>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Since 2025, all applications under Quebec\u2019s jurisdiction must now go through the <strong>Skilled Worker Selection Program (PSTQ)<\/strong> via the Arrima platform. The PSTQ makes it possible to obtain a <strong>Quebec Selection Certificate (CSQ)<\/strong>, a document required before submitting a permanent residence application at the federal level.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Candidates must submit a declaration of interest on Arrima and then wait for an invitation based on multiple criteria (priority sectors, regions, French proficiency).<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>It is important to remember that Qu\u00e9bec is the province with the highest level of autonomy in selecting its immigrants. Elsewhere in Canada, foreign workers and international students can apply directly for permanent residence.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-orientations-nbsp-2026\">2026 priorities<\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>For 2026, invitations will follow three main orientations:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Quebec graduates<\/li>\n\n\n\n<li>Occupations in strategic sectors<\/li>\n\n\n\n<li>Candidates located outside Montreal and Laval<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Selection is slower than under the PEQ, since it is not &#8220;automatic&#8221; once the eligibility criteria are met, with about 2,500 invitations issued per month. However, this number of invitations should be sufficient to meet the annual targets set by the government while respecting the province\u2019s integration capacity.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>This new selection system complicates the situation for many workers already established in Qu\u00e9bec. Several are &#8220;disadvantaged&#8221; because they live and work in Montreal, a region that is now given lower priority in the selection process.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Age, which is a factor in the points system, can also create an additional challenge. Indeed, a large number of temporary workers are in their late thirties or early forties. This reality reduces their competitiveness in points\u2011based systems compared with younger candidates.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-impact-sur-le-personnel-de-la-sante-etranger\">Impact on foreign healthcare personnel<\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Many workers recruited between 2022 and 2024 had been informed that they would receive a two\u2011year work permit before becoming eligible for permanent residence. This pathway was intended to facilitate their settlement in Canada in the post\u2011pandemic context. It was part of the immigration efforts implemented following the 2020\u20132022 health crisis.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>However, uncertainty remains, particularly due to processing delays, the lack of transparency in invitation rounds, and the sometimes difficult renewal of temporary work permits.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-entree-express-nbsp-une-solution-plus-stable-et-previsible\">Express Entry: a more stable and predictable option<\/h2>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-qu-est-ce-que-l-entree-express\">What is Express Entry?<\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Unlike Quebec\u2019s immigration mechanisms, the federal Express Entry system remains consistent, fast, and transparent. It selects candidates based on a score, with publicly announced invitation rounds.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Express Entry includes three programs:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Canadian Experience Class<\/li>\n\n\n\n<li>Federal Skilled Worker Program<\/li>\n\n\n\n<li>Federal Skilled Trades Program<\/li>\n<\/ul>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-avantages-majeurs\">Major advantages<\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Since 2024\u20132025, the federal government has strengthened targeted categories for <strong>healthcare<\/strong> (and social services) <strong>occupations<\/strong>, which increases the chances of receiving an invitation.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In addition to meeting the requirements of one of the programs, <strong>nurse\/orderly<\/strong>\u00a0applicants must meet the following conditions:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Experience: at least 12 months of continuous full\u2011time work (or equivalent) in one of the eligible healthcare occupations within the past 3 years (in Canada or abroad).<\/li>\n\n\n\n<li>Language: valid test results, level 5 to 7 depending on the profession.<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In December 2025, the federal government announced targeted immigration measures for physicians in Canada.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Among them, a targeted category was added: the <strong>category for physicians with Canadian work experience<\/strong>.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In addition to meeting the requirements of one of the programs, <strong>physician<\/strong> applicants must meet the following conditions:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Exp\u00e9rience&nbsp;: au moins 12&nbsp;mois continus \u00e0 temps plein (ou \u00e9quivalent) dans l\u2019une des professions de sant\u00e9 admissibles au cours des 3&nbsp;derni\u00e8res ann\u00e9es au Canada.\n<ul class=\"wp-block-list\">\n<li>General practitioners and family physicians<\/li>\n\n\n\n<li>Specialists in surgery<\/li>\n\n\n\n<li>Specialists in clinical and laboratory medicine<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In addition, IRCC has <strong>reserved 5,000 spaces <\/strong>under the Provincial Nominee Program. It will also offer 14\u2011day processing for work permits for physicians who have a job (or a job offer) and are nominated by a province or territory.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-quelle-strategie-adopter-en-2026\">Which strategy should you choose in 2026?<\/h2>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>If you are a French\u2011speaking nurse already working in Quebec.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-l-entree-express-peut-etre-extremement-avantageux-si-vous-nbsp\">Express Entry can be extremely advantageous if you:<\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Have already accumulated work experience in Canada (Canadian Experience Class),<\/li>\n\n\n\n<li>Work in an in\u2011demand profession (health category),<\/li>\n\n\n\n<li>Are proficient in French (French\u2011language category).<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>These three pathways increase your chances of being invited to apply for permanent residence.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Current processing times are estimated at 4 to 6 months. Express Entry offers greater visibility on upcoming invitation rounds, as well as on the scores of selected candidates.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>For example, in 2025, for all three pathways, invitation rounds took place almost every month.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Of course, you must be willing to settle in a Canadian province other than Quebec.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h3 class=\"wp-block-heading\" id=\"h-le-pstq-demeure-l-option-a-considerer-si-nbsp\">The PSTQ remains the appropriate option if:<\/h3>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>You work in a region outside Montreal\/Laval;<\/li>\n\n\n\n<li>Your employer can support your application through a validated permanent job offer;<\/li>\n\n\n\n<li>You absolutely want to remain in Quebec long term.<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>However, the combined processing times (invitation \u2192 CSQ \u2192 federal) can reach up to two years. And selection is not guaranteed, despite promises to include healthcare workers.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The Minister of Immigration also sought to reassure the public by stating that healthcare personnel would not be overlooked in the invitation rounds. He announced a commitment to selecting 6,300 healthcare workers under the PSTQ by the end of 2026.<\/p>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-finalement-apres-la-fin-du-peq-l-entree-express-s-impose-t-elle-comme-la-voie-la-plus-sure-pour-le-personnel-de-la-sante\">Ultimately, after the end of the PEQ, is Express Entry emerging as the safest pathway for healthcare workers?<\/h2>\n\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The end of the PEQ has significantly weakened the immigration pathway for healthcare workers in Quebec. Despite the Quebec government\u2019s efforts to reassure workers, the PSTQ remains a process that still needs to prove itself, while workers often find themselves in a precarious administrative situation.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In contrast, Express Entry offers a fast, transparent, and strengthened pathway for healthcare professions, particularly since the introduction of federal targeted categories.
