{"id":34520,"date":"2026-05-11T15:15:08","date_gmt":"2026-05-11T19:15:08","guid":{"rendered":"https:\/\/immetis.com\/peq-should-we-wait-for-a-possible-reopening\/"},"modified":"2026-05-12T19:23:49","modified_gmt":"2026-05-12T23:23:49","slug":"peq-should-we-wait-for-a-possible-reopening","status":"publish","type":"post","link":"https:\/\/immetis.com\/en\/peq-should-we-wait-for-a-possible-reopening\/","title":{"rendered":"PEQ: Should we wait for a possible reopening?"},"content":{"rendered":"\n<div style=\"height:25px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>In recent weeks, several media outlets have mentioned the possibility of a reopening of the Quebec Experience Program (PEQ), potentially accompanied by a grandfather clause, following the election of Prime Minister Christine Fr\u00e9chette on April 12th, 2026.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>These prospects stem from the positions expressed by Ms. Fr\u00e9chette during the Coalition Avenir Qu\u00e9bec (CAQ) leadership race. That contest was held to select the new party leader\u2014and ultimately the new premier\u2014following the resignation of former Prime Minister Fran\u00e7ois Legault. At the time, Ms. Fr\u00e9chette showed attentiveness to the concerns of temporary residents already established in Quebec after the sudden suspension of the PEQ at the end of 2025.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Media interest intensified with the opening of the new parliamentary session on May 5, 2026, and was further reinforced by the appointment of Fran\u00e7ois Bonnardel as Minister of Immigration, Francisation and Integration.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>ccording to some reported statements, the government could relaunch the PEQ for a two\u2011year period. <strong>However, no official announcement has yet confirmed the concrete terms of such a reopening.<\/strong><\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-quels-volets-seraient-concernes\">Which streams would be concerned?<\/h2>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Prior to its abolition, the PEQ consisted of two streams:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li><strong>Quebec Graduates<\/strong><\/li>\n\n\n\n<li><strong>Skilled Workers<\/strong><\/li>\n<\/ul>\n\n<p>Both streams were officially abolished on <strong>November\u202f19th,\u202f2025<\/strong>, although they had been suspended earlier:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Quebec Graduate stream: suspended on <strong>October\u202f31th,\u202f2024<\/strong><\/li>\n\n\n\n<li>Skilled Worker stream: suspended on <strong>June\u202f5th,\u202f2025<\/strong><\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>At this stage, it remains impossible to determine which stream or streams might be reinstated. The relaunch could be limited to the Skilled Workers stream, notably under pressure from the business community, or could include both streams simultaneously.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-qui-serait-admissible\">Who would be eligible?<\/h2>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>Uncertainty is just as pronounced regarding the categories of individuals who could benefit from a potential reopening.<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The Prime Minister has suggested the idea of \u2018offering a grandfather clause to those who had not yet applied to the program at the time it was closed.\u2019 However, several questions remain unanswered:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>Would the clause apply to individuals who were present before the program was suspended, or only to those present before its official abolition?<\/li>\n\n\n\n<li>Would the previous eligibility criteria be maintained or modified?<\/li>\n<\/ul>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-quand\">When?<\/h2>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>No date has yet been announced for a potential relaunch of the PEQ or for the opening of new application intake periods. Moreover, no information has been communicated regarding:<\/p>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<ul class=\"wp-block-list\">\n<li>processing times,<\/li>\n\n\n\n<li>the processing of pending applications or profiles already in the immigration systems.<\/li>\n<\/ul>\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>It is also worth emphasizing that processing times may be longer than before the program was abolished, especially since the Quebec Skilled Worker Selection Program (PSTQ) is still in force and likely accounts for the bulk of administrative capacity.<\/p>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<h2 class=\"wp-block-heading\" id=\"h-un-contexte-politique-et-migratoire-toujours-incertain\">A political and immigration context that remains uncertain<\/h2>\n\n<div style=\"height:15px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p>The Prime Minister has confirmed her intention to maintain the annual admission target at <strong>45,000 new permanent residents<\/strong>.
